TinyMCE compat3x plugin included in Wordpress is outdated

Description

The compat3x plugin for the TinyMCE editor included in Wordpress 4.8.1 is outdated and does not work in combination with the included TinyMCE version.

Updating the following files/directories with the ones from the latest TinyMCE developer package solves the problem:
/wp-includes/js/tinymce/tiny_mce_popup.js
/wp-includes/js/tinymce/utils/*

This was fixed upstream in TinyMCE 4.6.7 and is included in WordPress with [41604].
