Create a new site info page within wp-admin

This is mainly related to this comment (https://core.trac.wordpress.org/ticket/40934#comment:42) in a ticket about minimum PHP versions. I'd like to propose a simple and to the point page within WordPress that should some statistical information about the current version of WordPress, PHP and MySQL.

Personally I think it'd be a very bad idea to put these bits of information in the footer of wp-admin because when an update is available, this information is no longer in the footer and is replaced with an upgrade link.

My thoughts on this right now is to include stats/information page within wp-admin that shows current site and host config data to administrator users via manage_options. Or potentially a new capability of read_config_info.

Whilst having an entire page dedicated to this information may seem somewhat overkill, it's always handy to know this sort of thing and would probably come in hand more than we may realise. Additionally, this could pave the way for usage stats to be collected etc but that's a whole different thing for another conversation.

A status page with this kind of information for debugging/support reasons is actually in the works, see #39165 where there's a request for what kind of information is considered vital and should be included in a system status page.
