Help tab text in Customizer -> Themes needs change

I think the latest changes in the Customizer haven't made their way to this part of help tab text in:
https://core.trac.wordpress.org/browser/trunk/src/wp-admin/themes.php?marks=106#L106

It says at the end "Save & Activate" but we now have the text "Activate & Publish" on the button.
