Description

When multisite is enabled, it is impossible to completely delete user a user. A user is only removed from a site. However, if a user is has no sites on the network, then it should be safe to remove them.

Is it really desirable to allow site admins to delete users? A network admin can delete a user from the Network Admin -> Users screen.
