Description
When there are no plugins in wp-content/plugins
the following text is presented to the user:
You do not appear to have any plugins available at this time.
This seems like the wordiest possible way to say:
No plugins are currently available.

For context, the wordiness probably comes from a desire to convey that some plugins might exist, but the currently logged in user may not have access to see them.
- "You" to hint that other users might have plugins available
- "do not appear" to hint that results might not be 100% accurate (based on transient usage, caching, etc...)
- "plugins available" to hint that plugins might be installed, but simply are not presented here
- "at this time" to hint that plugins might be available at a later date
I think more decisive verbiage here would not hurt, and probably only help, and "No plugins are currently available." is my suggestion to cast a wide net without being dismissive or curt.

No Plugins.
would be shorter :)
