Add a "Mine" filter to the Comments screen

Description

The post listing screens in the admin area have a "Mine" filter at the top so the user can view their own content. The same filter should be available on the Comments listing screen too.

Keywords has-patch added; needs-patch removed

While looking at this I also thought: how about another filter "Comments on my posts"? It could be pretty useful for sites with multiple authors.

Comments: Add a "Mine" link to the list of filters on the comment listing screen.

This filter shows comments made by the current user, and copies the same filter functionality that's available on the post listing screens.
