Unlimited number of nonexistent pages

Description

I have found an issue with the static homepage. On any site with the static homepage, the blog pagination is still present in a sense. For example if you navigate to example.com/page/2, instead of getting a 404(since that page doesn't actually exist), you just get the static homepage.

I found this while crawling a brand new twentyseventeen theme install. My crawler (screaming frog), was finding these non-existent URL's. This could have implications with the search engines. It could also present a problem with links with relative URL's
