WordPress Upgrade Version 4.8.3 issue

I am change the version to 4.8.2 until wait you guys fix this problem.

I just checked the link that you mentioned, and I was able to access the file without issue. I assume that there was a temporary issue with your hosting causing the file to not work for you previously.
