Smoothen Plugin Updates

Description
When about to select plugins to be updated, there's the button 'Update Plugins' (2 times). Having selected nothing I can click on it and it will take a few seconds making requests ending up in an error message.
I propose to either:
- Inactivate the button(s) whenever selected plugins count is 0
- Change the button to "Update all plugins", making it "auto-select" all possible one's OR Add a new button to do so (eventually combined with 1.)
- Something like that

The text above the button clearly states that you must check the plugins you wish to update. I’m not sure there’s a clear benefit over the current behavior.

@afragen Why not deactivate the button unless minimum 1 plugin is selected? The error message will appear only after some seconds waiting time and then on top of the page. I don't call this user friendly.

@Presskopp it is working as designed. The error message appears after the button press because that’s when the error occurs.
By all means please re-open this issue if, in fact, you believe it to be a bug.
