Non English characters create broken image links

Description

Lately I noticed a lot of broken image links on a client site. I went into the media library and noticed many blank squares of thumbnails for images that were supposed to be there. I also clicked the images and noticed there was no edit image preview images.

What all the broken images have in common is that they all use the Norwegian letters æ, ø or å.
What is very much needed is that foreign characters are renamed to English characters. (I believe there are multiple tickets for auto renaming foreign characters.)

The images that are not showing are also blank in the edit image screen.

Thanks for the report, we're already tracking this issue in #15955 and #22363.

The question then becomes how do I get the images back again?
Right now I had to open a backup and search for the missing images. Rename them so they do not contain æ,ø or å and then use Replace Media plugin to replace the missing images with the renamed images. All of this trouble because of the unique Norwegian characters.
