One of latest updates broke the editor linking button

Description

Hi,
It's impossible to add links for an author if the administrator has disabled the visual editor for him.

To reproduce, an admin should check for an author the option "Disable the visual editor when writing".

Then that autor cannot insert links anymore.

Hi @SGr33n, thanks for creating this bug report, and apologies for the delay in responding.

The ticket was triaged in a session on slack (Link requires a slack account - ​https://wordpress.slack.com/archives/C02RQBWTW/p1573106195126700)

Two of us could no longer reproduce the issue using the Classic Editor plugin. As such, I've closed this. Is this still something you're experiencing?
