Labelling a Parent for a page

Description

I wonder why i can only see pages that are made public when wanting to apply a parent value to a new page. I have several pages under construction but can only apply a parent value if the parent page is visible to public. If it is private, it is not available as a parent.
This surely should be visible while editing despite being private to the public?
Currently you have to make the parent page public for a minute or so in order to select it as parent to a new page and then make it private again if you are not ready to publish
This is a big problem i think and i have yet to find a solution
