Rename page / menu 'Privacy Tools' to 'Privacy Policy Page'

Description
When we started building the 'tools' everything was in 1 page so we named it 'Privacy Tools' as it made sense.
Since everything went on it's own pages this is somewhat confusing at the moment.
This removes the Privacy Tools
title from the page and just renames it to Privacy Policy Page
and also renames the menu as well for consistency.

To be straightforward and semantically correct, it seems
- Privacy Policy should go under setting
and
- Export/Removal should go under tools.

43894.2.diff follows the menu change proposed in https://core.trac.wordpress.org/ticket/43873#comment:22 .
Giving this page a title of Privacy Settings
it will be inline with the rest of the admin pages as well that are under Settings.
This somewhat relates by deciding what we'll do with #43873 first.
