    771. Offer to insert it automatically or compare it (via the existing revision system) to the existing one so diffs can be merged with the custom text they added.

    911That, in my opinion, gives you a reliable way to get a complete policy, with an ability to easily update it with custom text, and easily update it in the future when required.
