    55**Perhaps instead of disabling the install button, we should be disabling activation only.**

     7Ooops, I think I put this on the wrong ticket, but it sort of applies to this one also. The user could have installed a plugin in preparation for a PHP upgrade, and wants the latest version, but the plugin might not be activated yet.
