Consolidate privacy options in dashboard menus

We have export personal data under Tools, and the privacy notice under Settings.

Is there a case to be made for moving the privacy notice under a new menu subsection, Tools > Privacy, with that page containing a summary of each tool and a link to them?

Possibly, although I think the mental link for a typical user for things like "personal data export" and "personal data erasure" is more likely Users (which they are more likely to use in any given week) than the oft-ignored Tools menu.

This could bear some usability testing.
