IMHO is good a idea/enhancement to add this capability to WordPress so we can just turn off the website via the WordPress DashBoard and test any change we made to wordpress or make any administration task (like testing a new template or plugin implementation).

IMO this is better off as a plugin. I've never had to use it...

Actually am using this plugin...
But like i say IMHO its better to have them integrate in wordpress and not plugin-dependant feature.

I don't agree at all.

The core has enough features, and this one isn't widespread enough to warrant it being included in the core. If you want this functionality, you can install the plugin.
