Fresh installation of WordPress latest version shows plugin update

Description
When I install latest version of WordPress, it shows me to update plugin "Akismet Anti-Spam"
Both WordPress & Akismet Anti-Spam maintained by Automatic so, As per my belief whenever newer version of WordPress is release it should come with latest version of Akismet Anti-Spam.

I'd like to start by clearing up a misconception, as Automattic does not maintain WordPress. It is an open source project, maintained by volunteers (although some companies donate development time to work on the project, it is in no way indicative of maintainership).
As for the plugin question, when we release major versions of WordPress, we also include updates to bundled plugins (like the Akismet one is), but plugins may receive updates outside of core releases, and as such this is just a scenario that happens now and then and isn't something we can prevent.

When WordPress bundled it should be come with latest version of default theme & plugin, that is the my main point with this ticket. Otherwise it will mislead newer user.
I saw theme is proper updated with newer version, however, plugin isn't that's the reason for creating ticket. Anyway thanks for update.

Yes, the themes were updated by us, as they are ours and we can schedule such updates to our own releases, and were intentionally a part of our previous release (4.9.6). We do not create new packages just because there's a new plugin or theme update unfortunately, even if they are bundled, as there are other elements that would be affected by this.
