wp_list_cats does not support 2 instances

Description

If wp_list_cats in on 2 places in the index.php, 1 that lists parent categories and another that list solely children of 1 category the later one excludes the same categories.

wp_list_cats('exclude=8') but in the other wp_list_cats('child_of=14') but both exclude category nr. 8 which is a subcatecory of 14 so that category is nowhare shown.
