Saved Commenter name and email gets forgotten

Description
We don't require commmenters to login. Once they fill out their nym and email and check the "remember" box, their comment posts, and their info is remembered. This is as expected.
Many users have reported that their info gets forgotten. I assumed user error, but I spent a few minutes testing and they were correct.
Steps:
I made a comment, saved my info and replied to it a couple of times and verified that WP saved my info.
Then I went to the previous post and my info was still saved.
Then I went to the home page, scrolled down, and went to a post a few back (6 hours old), and my info was still there.
But when I returned to the current post, the one where I made the comments that triggered the saving of my info, the form is blank and I have to re-enter the info and check the box again.
A lot of our readers go back and forth between older posts and the current one to follow and contribute to conversations, so this is a major inconvenience for them, especially some of our older users with not-so-good eyesight or limited dexterity.
