Unable to add additional images to a Gallery Block from Media Library

Description

When you first create a Gallery Block there are two buttons for adding images:
1)Upload
2)Media Library

Once you set one or more images there is only one option available to add additional images: Upload

It seems like the Media Library option should stay present along with the Upload option.
