TinyMCE popup icons blinking in post editor

After adding an image to the post editor and clicking the image the popup alignment icons appear. When hovering over these icons they blink rapidly which makes selection very difficult. (see attached GIF)

This is a similar issue to this ticket except it's happening on a RTL editor: #42018

This is happening on a local install of WordPress 4.9.7. My operating system is Windows 10 and the browser is Chrome v67.0.3396.99 (Official Build) (64-bit).
