Add even more links in toolbar

I am sure many of us need to have direct access to sub-pages, for example:

it would be nice when on "plugins" mouseover there appeared sub-menu :

  • Installed Plugins
  • Add Plugin (and even on hover on "add plugin") there opened sub-button (field) where we can type the plugin name and clicking enter will make a search. So, it will averagely save 10 seconds for each operation (when installing new plugin).

so, plugin [like this https://wordpress.org/plugins/plugins-admin-bar/] I think it should be in core, as it increases productivity without any negative effects.

While that's a nice idea, it's "plugin territory." The fact that a plugin exists for it would actually be an argument as to why it should not be in core.
