Theme install button showing again

Description

How to get bug:-

First go on
Appearance - > Theme -> add new

Click on install button and same time click on Preview button.
on theme preview window again showing install button.

and one more thing if again i am click on install button error massage will appear.

When I tried it with WP 5.1, the Install button was showing at first, but it changed to Activate shortly thereafter. That means it is already coded to update.

I would guess that the initial state needs to be handled better, to reflect the state of the installation, so it would be disabled and showing "Installing" like the other button does.
