I just got a question from a customer.
How do I turn off post comments?

I had to explain. One goes to the post and then clicks screen options. Then click Discussion. Then scroll below the content area. Then click to uncheck the Allow comments box.

This is not intuitive. It would be natural to have the Discussion/Comments panel already active below the posts content area. So that a user does not have to turn it on to turn it off.

(This is very likely a duplicate issue, but I did not notice an already existing issue for this.)

We don't do any site-wide settings on the posts list screens, so this would be a big break from our standard admin organizational patterns. Right now, those are all contained on pages under the Settings primary menu, which is a logical location. I don't think it makes sense to duplicate settings forms, or to begin putting additional clutter on these posts list screens.

If the primary goal is just to make it easier to find things inside the admin, there are some discussions happening around admin menu organization on #47012 and I think that would be a better place to explore various options.
