    992. Any such warnings should be in core as they will be translated.
    10103. Admin notices and/or additional tabs will probably be a lot less effective. The same is true for Screen Options or the Help tab. Unfortunately these are used by a very small percentage of users.

     12Also, I may be missing something but the "Welcome to WordPress x.x" dashboard widget (the one with the huge "Customize..." button) shows only on new installs? Then, there will be no Gutenberg or Classic Editor plugins there.
