Not sure what the design consideration was, but could it be that it was intentional as there space is more limited in a mobile view? I'm not sure that it's a bug (i.e. unintentional). There are differences from tablet sized viewport to phone sized view dropping the updates and WP menu items altogether as well.

Yes, the decision on #26071 was very selective about which links remain on mobile, particularly with network site options.

However, at least on a single site, it seems odd to click on the Edit post link and then have an empty space where the View post link could be.

Adding an icon would make it (visually) consistent with other top-level core links, and that can show on mobile.

Without plugins, the toolbar is not overcrowded in single or multisite. With additional links, this could start wrapping links to the next line in some cases. I do not consider this a blocker, though it would be better if the problem on #28983 is solved first.
