@link in an index.php comment of Twenty Seventeen theme has URL ​https://codex.wordpress.org/Template_Hierarchy that redirects to ​https://developer.wordpress.org/themes/basics/template-hierarchy/.

The links in header.php and footer.php are already updated to navigate Theme Handbook.
