Hi, I just discovered a possible bug:
If you have installed WordPress 4.9.8 in English and try to install German (formal) at Preferences -> General -> Site Language afterwards the languages never changes from English. But German (formal) will be installed and in the same options »de_DE_« appears instead of »German (Sie)«.
You can switch to »de_DE_« and actually get German (formal) - at least in the WordPress Core. In 3rd party plugins with the proper translation the language stays in English. My own plugin (minimal-contact-form) doesn't translates to German (formal) and the plugin »Loco Translate« reports »The language of this site is invalid locale« and stays in English as well. I didn't tested any other plugins which has this language yet - I have to find some first.
I tested it with WordPress 4.9.8 and WordPress 5.0-beta4 (und beta3) - both with the same outcome. I even installed a fresh version of 4.9.8 without any Plugins or additional themes, but it stays the same.

Thanks for the report @mirkoschubert. This has been fixed in https://meta.trac.wordpress.org/changeset/7843 and a new language pack will be available soon.
This is the fresh installation. I also testes both Swiss-German languages - with them is everything okay.
