Hi
I used WP for about 7 years and this bug has always been there in every version of WP I ever used.
Create page jumps in Text Mode.
Switch to Visual and make a few edits to the blog post.
Switch back to Text
Switch back to Visual
Some page jumps are gone:

is replaced with this:

Which version of WordPress are you using? Could you check if the issue still exists in WordPress 5.0.1?
