Gutenberg datepicker month select needs two click to open

Description

I use RTL version of WordPress, in Gutenberg datepicker, month select needs two click to open.
In focus on the first click and it opens the second click.

I check this issue in WordPress 5.0.3 too, when focus gone from datepicker and then click on it, we need two click to open datepicker.
