Add URL using visual editor

Description
Trying to add a hyperlink via the visual editor is frustrating and often futile.
The Add link field either jumps up and down so you cannot click on it, or you add the URL text and enter or click update but the link isn't added. I have resorted to only using the code editor.
This has been an ongoing issue with WP, but version 5 takes it to a new low...
This happens in both the PC and the Samsung web browser on my Android phone.

@lccwgtn: Are you still seeing this issue? There were some fixes to the Add Link field in WordPress 5.1 (#46071), and some extra improvements coming up in WordPress 5.3 (#44911) which seem to relate to the behaviour you're reporting.
