RTF Mime Type upload fails

Description

Since WP 5.0.1 mime type of uploaded file is tested. Real mime type of an RTF file is text/rtf, that does not match the mime type in get_allowed_mime_types() (application/rtf).

There are similar tickets about CSV 45615 and VTT 45622 mime types.
