Description
when users don't have the moderate comments capability, shouldn't the moderation-related stuff become hidden under Comments in the admin area?

Create a user with contributor status, then sign in using that user. that user cannot moderate comments (nor can an author, by default, or at least so says the Role Manager plugin).
Notice that the Comments menu shows, and that the various tools to moderate comments all show. none work, since WP ignores the requests, but they're still around.
on a slightly different note, it might also make sense to hide comments from others' posts when a user cannot moderate comments.

Denis, the check boxes to the left are absent for comments that you cannot moderate, and there are no links in the action column. Thus WP does not ignore the requests; it never receives any. According to [1], both authors and contributors should be able to moderate comments on their own posts.
Denis-de-Bernardy, please try to write more specific summaries.
