From feedback from @melchoyce in the Twenty Nineteen GitHub repo:
When the touch menu is active, it'd be cool to try adjusting the top-level expand icons to point right instead of down (or be replaced with a plus icon or something?).
There's a bit of cognitive dissonance that happens when you click a down arrow, and the panel comes in from the side. It's a little disorienting at first.

I agree with you @sabernhardt that this right now doesn't fit the objectives of fixing bugs in default themes as a priority. We might consider enhancements and iterations later, but for now let's close this as recommended. Thank you everyone for your collaboration on this.
As part of the proposal to retire default themes, Twenty Nineteen might not have any enhancements soon.
This probably should not be changed now. For what it's worth, I think a plus sign could have worked with both the dropdown on hover and the expansion from the side on touchscreens.
