Chinese URL shows up as % numbers & letters

Description
When editing the article, the right panel shows the Permalink. If we are using Chinese, instead of showing the Chinese character permalink, it shows a bunch of % and numbers and letters.
For example, it looks like this: %e6%95%b8%e4%bd%8d%e5%b8%b3%e6%88%b6%e6%8e%a8%e8%96%a6 instead of Chinese characters.

Thanks for reporting this bug. This issue is being tracked in the Gutenberg repo here: https://github.com/WordPress/gutenberg/issues/13229
It should be addressed by https://github.com/WordPress/gutenberg/pull/13551, which I think should land in time for WordPress 5.2.
