Add Media inserts file in wrong place on pages

We recently updated to the most recent version of WordPress and are now having problems inserting media into pages. I put my cursor where I want to insert a file, click the add media button, select the file, click insert into page, and oftentimes the file is inserted at the very beginning or very end of the page instead of where my cursor was place. sometimes it doesn't insert the file at all anywhere.

@annedoyle26 thanks for the report - sorry it's taken so long for someone to respond! Is this in the classic editor or the new block editor? Are you still seeing this issue in more recent versions of WordPress?
