Merge or make-closer "Customize" and "Edit {Thing}" top-level toolbar items

Description

As the lines start to blur between editing post-content and editing site-content, the purposes of the top-level toolbar "Customize" and "Edit Post/Page" type links is also.

In a block-based world, the left-to-right order of these 2 links seems a bit odd:

  • Customize Site
  • Moderate Comments
  • Add New Stuff
  • Edit Thing

When viewing a Page or a Post, the "Customize" link takes the user to a page that shows quick-links to edit menus and widgets on that thing, and the "Edit Thing" link takes the user to the block-editor.

As these features slowly converge, I think it's important to consider all of the small ways we can gently guide users using incremental nudges like simply making these 2 links closer, combining them into 1 dropdown, or something else.

I think that moving these links next to "Edit Post" follows a better order. Moderating comments and adding or editing posts can be everyday tasks, whereas customizing the theme settings or block layout hopefully is needed less often.

If a top-level link would move to a sub-menu, that could make people wonder where it went. An order change within the same level could still confuse some people, though the link would be easier to find again there. There have also been problems expanding menus when navigating by keyboard or touchscreen.

The core links could move to position 90, to keep the pattern of tens and to allow plugin-specific links in the middle. Some (but probably not all) of the plugin links that would appear before them with their current number may make sense there.

  • Smart Slider 3 (position 81): "Smart Slider" link appears between "Edit Post" and the "Edit site"/"Customize" link(s).
  • LearnPress (position 90): "Edit Lesson" or "Edit Quiz" follows "Edit Course" but before the "Edit site"/"Customize" link(s).
  • Analytify (position 90): The Analytify link comes before "Edit site"/"Customize", and follows the "Edit Post" link, so they may wish to increase the number if core changes.
