problem when navigating between themes

Description

There is a problem when navigating between themes, where this message appears, (Sorry, you are not allowed to access this page).
Knowing the switch between the themes, you have to refresh the page

Go to Appearance - Themes, then if you change the theme the message appears, but now it no longer appears.
Some themes may not work well.

Hey,

So I am on the Appearance -> Themes page and I see my list of currently installed themes. To change themes I click on the 'Activate' button.

When I click that button the themes activate without any problem. I am able to choose another theme after that and repeat the process without seeing the error message and can continue to do this over and over.

Is there any other steps that I should be taking or is there a different way for me to be activating the themes that triggers this?

I just tested this with latest WP 5.1.1 and several of the default twenty* themes and haven't been able to get the error message to appear for me.
