Description
It would be very helpful to offer a Notes column to the Plugins list in the admin. This would allow developers to note what exactly the plugin does for the site and where to find it. I feel this would make it easier for future developers to figure out how certain features are implemented and allow them to clear out unused plugins when they are no longer needed. It may also help to keep admins from deleting plugins that are needed.

OK... yes, there is even a tag for "plugin notes" in the directory.

That's an interesting idea: allowing a site developer to leave notes there for other and/or future developers of that site.
If we add a column, I think the notes would need to be saved as meta in the database ("active_plugins" data?). There might be another way, too, by adding notes to one of the existing columns.
I'm leaving the ui-feedback keyword for further investigation and discussion.
