Description

I don't think installing new blocks is as intuitive as it should be. If the eventual goal of WordPress is to share blocks with other CMSes (as said by Matt at State of the Word) then the installation process should be more intuitive in order to make people want and feel comfortable with installing blocks they download. What I am suggesting is a new button on the dashboard (like Plugins) called 'Blocks' that allows the user to install, search for and activate/deactivate blocks for the gutenberg editor. I know it is already possible to install custom blocks, but that way is not very easy or intuitive, which makes it so that only some users can install blocks, leaving out the less experienced users.

I think this idea will allow more people to feel comfortable with WordPress, it will make WordPress more intuitive and it will help people feel more comfortable using the new editing interface. This feature would enhance Gutenberg.
