Following the discussions on #44538 and #44669 after our last core-privacy meeting, we think that a re-work of this page has to be made.
In general, the notification bubble that we currently have from the Settings will be removed and a more helpful notice that can be dismissed will take it's place instead.
We currently don't show what has actually changed in the policy text that is given by plugins so the users have to go through all of the text comparing literally side-by-side what needs to be changed. For this we're thinking of implementing a Post-revisions type of Diff so it's easier to see the actual change for a faster review.
For the time being it's just a long blob of text that is super hard to follow. It's not a Blog page that you simply read, you have to compare things and think/re-think what you need to add and how.
On a normal use-case of trying to make a policy I'm adding a screenshot with 14 plugins ( so not that many actually for typical installations ) and just imagine that I have to compare the policy text of the 2nd plugin with the 13th because they touch the same topics and on top of that I need to have my Privacy Policy page edited on a separate window so I can keep my notes and actually write what's needed. That isn't very handy especially with all the up and down scrolling just to be able to cross-compare policy of plugins with each other as well.
Our first iterations had mockups for this page that utilized accordions to split each plugin on it's own container for faster search/read but at that time since the Admin pages didn't had any we disregarded them.
It seems that with Gutenberg and Site Health in place we are ok now to have that (if it would fit the needs) and use it to adjust this page to a more user friendly experience.
We will definitely need design input on this but allow me to say as a person that deals with this page daily "it has to change from what it is now" :D .
Since as always there are many moving parts the scope of this ticket is to adjust the page for an easier navigation/read plus find a way to implement the Diff view here that will show what is actually changed ( so let's keep this design-wise only :) ).
