Site Health: Update the badge design in the passed tests to use border instead of background to reduce impact

Hello,

With the passed tests section the 'Security' label is pretty catching and makes the user feel there's potentially an issue even though they're in the passed tests section.

I suggest the style of badges switches in the passed tests section to use borders instead of background. This would downgrade it's visual authority.
