Admin search functionality

Description

I would like an interface + API to for instance search for "privacy" and get a search result that points to /wp-admin/privacy.php. If we can make these results filterable, it could be very useful in interfaces like #46763.

This would be a great addition - It would be nice to also see this functionality carried over into the customizer when implemented too as it's part of the admin, making it easier for users of various themes to search for sections/panels/controls.
