is possible to Wp can handle minify js & css as Core function so customer no need to add extra plugin and no need to take care of stander etc...

Hello @ghorivipul97 and welcome to trac!
This was discussed some time ago in #11453 so I'll close as a duplicate.
The ticket was closed wontfix at the time as minimizing files on the fly is very expensive and is error prone due to the need to rewrite paths.
Additionally, on servers set up to gzip assets, serving minimized files offers limited gains over serving the original file.
I think this remains plugin territory.
