Wrong Toolbar in Cover

Description

Sure, I can do that, no problem. Just to make sure it doesn't affect the plugin Gutenberg editor, the bug is in WordPress 5.2 beta 1. And the release news says:

If you think you’ve found a bug, you can post to the Alpha/Beta area in the support forums. We’d love to hear from you! If you’re comfortable writing a reproducible bug report, file one on WordPress Trac, where you can also find a list of known bugs.

Shall I report it to Github now?

Yes, any development related to the block editor happens on the linked GitHub repository first. Fixes will than be included by updating the JavaScript packages (example in [45138]) in WordPress core.
