error: update button stops working editing page

So I made a page on a new site, created some pages, and it could just be something I done? Not that I did but who knows, anyway.

I went back to edit the pages, and when I click into the body of the page, I click the ... and go to edit as HTML, then I edit. Well the Update button at the top never shows blue and I can't click it to update.

I can if I type into the body and it changes color then I change it to edit as HTML.

Does the issue still happen with all plugins disabled and a default theme (Twenty Nineteen) activated?

Brand new site, brand new wordpress....Version 5.2.2

It's an error on WordPress's part. A little disappointed no one took the time to try on their own (or knew about it before it was a bug).

I think it is connected into some chain of commands (if this then that) and that eventually when you, say click elsewhere, the publish button all the sudden does change colors but it is only because the HTML I input pops up a message on the body block, after it converts it back to preview mode, then asking if I want to, again, convert it over to HTML. So I don't think it's an actual problem where it never happens, I think it maybe just an event in a sequence of events that is out of order or can be beefed up maybe.

Has anyone tried this and seen the same problem? I am also having other problems with WordPress new install but would like to see this resolved also.
