large gap of white space when previewing plugin popup window in Add New plugin

Description

I've tested this on a clean install in Firefox and Chrome on my local server and on a cPanel hosted website.
There is a clear:both attribute in .wrap class in #section-holder element which causes the DIV to wrap down below the right side column. See attached picture.
