Does the issue still happen with all plugins disabled and a default theme (Twenty Nineteen) activated?

Yes. It still happens.

And I still urgently need to activate ocean WP because the guy in the YouTube channel said to use that theme

I could not reproduce the issue on a clean install. Please note that this Trac is used for enhancements and bug reporting for the WordPress core software, not for individual support questions.

Thank you for reporting and updating this. However, as no reply has been given since you were going to test I am going to make the assumption this means it worked - which would be great if case. However, if that is wrong please update here and we can look at what could be the next course of action.

For now, I am closing this ticket with the hope that a resolution has happened and you are able to add a new post.
