Currently, when there is no activity in the dashboard you see this:

It seems like we maybe shouldn't be showing a smile for no activity, I am also not sure about the exclamation mark. Whilst we don't either want a sad face, maybe having nothing works better in this circumstance?

Hi ! I create a new a patch with @karmatosed suggestion. Smiley delete + fix no-activity paragraph padding.
